"Lifelong professional skills training is a pressing task in the process of achieving economic transformation and upgrading and high-quality development," Li said.
"This continuing process of 'hollowing out' in the ranks," the report said, "while costing the armed forces valuable experience, also threatens to compound the problem by increasing the pressure on those personnel who remain."
China Academy of Aerospace Aerodynamics is the country's largest military drone exporter by the number of products sold overseas. Aircraft from its CH series have been sold to militaries in more than 10 countries, making it the largest drone family the country has exported, according to the academy.
Ruan Zongze, vice-president of the China Institute of International Studies, said head-of-state diplomacy allows political navigation to take place at a strategic height, and it boosts China's ties with other countries.
"Returning to the right track of the 1992 Consensus and the peaceful development of cross-Straits relations is the only way Taiwan can avoid becoming a pawn of others," he said.
"The Taiwan question concerns China's sovereignty, territorial integrity and the national feelings of the Chinese people," Ma Xiaoguang, spokesman for the State Council Taiwan Affairs Office, said at a news conference.
Responding to the issues, an MoD spokesman said recruiting and retaining talent was a top priority, and that a range of schemes to attract and keep skilled personnel was in place, including special retention payments for intelligence staff.
